Cars acting wierd...dunno what it is?

well, today i took the starter out and got it checked at auto zone, it passed the test so that eliminates that. i checked all the wires, and got new battery terminals, but nothing has changed. it still won't start. is it possible that a fuse might of blown? if so than which one? and another thing i discovered today is that when i try to turn the car on. all the lights start to flash on and off for about 3 min. and than i hear a clicking sound from somewhere around the bottom of the drivers side seat. any one know about this?
