Ahh, that just looks like some bubbles in the paint. That likely isn't all the way through and should be an easy fix. You will want to grind out all the rust you can, use a good rust inhibitor, then bondo up the spot and do a touchup paint. TKR can give you more details, he is more of a pro than I am.
